A candidate forum was held January 23rd. All four Republican Mayor candidates for Jacksonville were asked the following questions.
Due to many Members and guest were unable to find parking or could not attend. We reached out January 31st to each candidate providing them the opportunity to place their answers in writing.
These are the questions important to elected officials at the Beaches and voters.
1-As Mayor would you be willing to open discussions with the 3 beach cities on returning more of the ad valorem taxes collected from the beaches, explain answer.
“Yes. It is time to revisit the interlocal agreement and ensure that the Beaches are getting the resources they need for infrastructure improvements and other needs. As mayor, I will work to leverage my professional experience to expand state and federal grants to fill funding gaps that still exist.” LeAnna Cumber

2-Do you think it fair that Atlantic Beach and Neptune Beach pay tipping fees and Jacksonville like Beach does not, and would you be willing to introduce legislation to correct that by eliminating tipping fees in those two cities?
“We need to ensure that Atlantic and Neptune Beach are not double paying tipping fees, it defies common sense. I will focus on leveraging federal and state funds to improve infrastructure and reduce the tax burden on Duval County.
Funding disparities like these are one reason why residents of the Beaches should be concerned and support downtown redevelopment efforts: a larger tax base will help ease budget shortfalls across Duval and globally allow taxes to be cut.” LeAnna Cumber

3-According to the earliest inter local agreement Jacksonville was to provide animal control to the Beaches including the catching of animals. Because Jacksonville ignored that responsibility in the past the Beaches cities were force to establish their own animal control collection. Would you be amenable to reimbursing the Beach cities for that cost of animal control?
“This is a point to discuss going forward, but it starts with fixing this issue to start with, and ensuring the beaches get their fair share of Duval County services. These oversights are due not just to a lack of diligence but a lack of concern among city leaders that we need to address. Issues like this are yet another example of why it is important the mayor of Jacksonville has a strong relationship with the Beaches.” LeAnna Cumber

4-How would you work with the three beaches communities to assure that their concerns are not only heard, but addressed?
“The important thing is to be present and engaged to start with.
As mayor, I will ensure that my office and I have regular engagement with the Beaches mayors, elected officials and residents. I will make frequent trips to meet with community and civic leaders. I am also committed to having a designated Beaches liaison in the mayor’s office to ensure the Beaches are represented in my administration. To be clear, my Liaison WILL be from the Beaches.” LeAnna Cumber
